Identify the main risks that could affect the HS2 project (10 marks)
Review the figures presented in the Government’s case for the project. In the light of criticism, notably from the Institute of Economic Affairs and assess if the Quantitative Risk Analysis makes a convincing case for the project in the light of the alternatives presented in the documentation. (40 marks)
Select the most important risk identified that are suitable for Qualitative Analysis in the following categories and prepare a Qualitative Risk proforma sheet for each:
1. Technical risk (10 marks)
2. Economic risk (10 marks)
3. Political risk (10 marks)
Discuss the most appropriate was of dealing with the Qualitative Risks analyzed above. (20 marks)
