The authors explain that some of the negative effects on minorities that were caused by at-large elections have been reduced by changed in the elections of city council members in city manager cities (Judd and Swanstrom 2010 101-105).Practical Application: I have worked in both a strong mayor (Judd and Swanstrom 2010, 95) form of government and in a city manager government. In the strong mayor city, new initiatives and responses to requests from citizens could be dealt with quickly, while in my current city there are procedures to follow.
